Rogun HPP Financing: ADFD Supports Tajikistan’s Energy Security

Abu Dhabi Fund for Development has agreed a new loan with the Government of the Republic of Tajikistan to support the Rogun Hydroelectric Power Station, a major scheme that aims to secure reliable electricity, build large-scale water storage and strengthen regional energy links across Central Asia.

The financing, worth AED376 million, is arranged within the Abu Dhabi Global Water Platform, launched by Abu Dhabi Fund for Development one month earlier. The loan supports energy security, water resilience and climate-aligned development, reflecting the UAE’s wider role in backing sustainable infrastructure in partner countries.

The agreement is signed during the World Governments Summit by Mohammed Saif Al Suwaidi, Director-General of Abu Dhabi Fund for Development, and Faiziddin Qahhorzoda, Minister of Finance of Tajikistan. Senior officials from both sides attend, underlining shared priorities around renewable power, regional integration and the efficient use of strategic water resources.

Al Suwaidi states: “This agreement with our partners in the Government of the Republic of Tajikistan reaffirms ADFD’s strategic role in supporting global prosperity and advancing sustainable development. It further reflects our ongoing commitment to delivering on the strategic pillars set by the launch of the Abu Dhabi Global Water Platform and embodies our forward-looking development vision in supporting water-related challenges as a central priority on the international agenda and as a cornerstone for a more sustainable future.”

According to Abu Dhabi Fund for Development, the Rogun Hydroelectric Power Station is designed to supply sustainable, dependable and affordable power that responds to fast-growing demand. The project also helps expand regional electricity trade and offers Tajikistan an additional tool for balancing grids within Central Asia’s interconnected power systems.

The dam and reservoir linked to the Rogun Hydroelectric Power Station allow storage of about one billion cubic metres of water. This capacity supports electricity production, irrigation for agriculture and drinking water for communities. Benefits extend past Tajikistan’s borders, with broader social and economic gains expected across the Central Asia region.

Qahhorzoda notes: “We extend our sincere appreciation to the UAE for its leadership and continued commitment to supporting the national development goals of partner countries. This development-oriented approach reflects the essential role played by ADFD in reinforcing the foundations of sustainable development through the financing of high-impact projects that contribute to progress and prosperity for communities worldwide.”

Qahhorzoda adds that Rogun Hydroelectric Power Station, located at 1,185 metres above sea level, is a strategic investment in vital natural resources. The development supports decarbonisation of electricity grids in Kazakhstan and Uzbekistan and strengthens the wider energy and water security system across Central Asia’s linked economies.

Abu Dhabi Fund for Development continues to participate in large infrastructure schemes like the Rogun Hydroelectric Power Station across essential sectors. These activities reflect the UAE’s long-term approach to comprehensive development, with an emphasis on sustainable growth, stable utilities and improved living standards for communities in Tajikistan and other partner countries.
