Tajikistan plans $1bn financing for Rogun hydropower project in 2026

Tajikistan plans to allocate at least 10bn somoni (over $1bn) for the financing of the Rogun hydropower project in 2026, Finance Minister Faiziddin Qahhorzoda stated at a press conference in Dushanbe, ASIA-Plus reports.

Qahhorzoda says that, additional funding for the project can be mobilized through development partners, with agreements already signed, internal procedures completed, and partner conditions met. The minister noted that 8.2bn somoni (over $870mn)for the completion of Rogun are planned within the state budget and that access to World Bank grant funds has been secured.

Financing for the first tranche of $350mn from the World Bank has begun, and negotiations for an additional $300mn are expected to conclude by mid-2026. Procedures for attracting funds from the Islamic Development Bank ($150mn), the Saudi Fund for Development, the Kuwait Fund for Development, and OPEC ($100mn each) are in progress, with tender processes pending completion.

The minister also confirmed that all procedures to secure $500mn from the Asian Infrastructure Investment Bank have been completed, with $270mn expected as part of the first tranche. In 2025, approximately 11bn somoni (around $1.2bn), including servicing 2bn somoni (over $212mn) in Eurobonds, was allocated to the Rogun HPP.

The Ministry of Energy highlighted that some financing agreements signed with international partners in 2024–2025 have already entered into force. External financing is expected to accelerate project implementation in 2026, supporting the commissioning of the third unit by the established deadline of September 2027.
